1. Open/Click your Steam Inventory (not dota 2 but steam inventory)
2. Open/Click the blue Trade Offer Button
3. Immediately click Who Can Send Me trade Offers?
4. You can find your Trade Offer URL there (just scroll down)

How to change inventory status to Public:
Enter Inventory: click profile > inventory ---> After entering inventory > click more, select "Inventory privacy settings" ---> Change Inventory from "Private" to "Public ---> Don't forget to click "save changes"
