Can be found in Italy as a Rare Item or by chance of defeating Kira in Morioh near Ice Dummies. You can also get this Arrow by completing Quest #2 of Jotaro's Questline.

Using Requiem Arrow on a Stand will increase its efficiency by increasing its Stats by approximately [25%].
(25% increase to Potency, Speed, and Endurance)

Requiem Arrows will also unlock locked skills such as movements when the time is stopped in Star Platinum (Prime).

You can develop your mount into a requiem evolution (like Gold Experience Requiem) or you can keep the base form and use it as a sub. Doing NOT will transform you into the requiem evolution form

You can use requiem arrows as normal arrows. Doing this will give you a higher chance of getting a higher tier, the [Higher = more common] weights for these tiers are as follows;

Level 1: [1]
